Les zones d’expansion des crues dans le projet urbain : comment gouverner la multifonctionnalité de ces zones humides aux franges des villes ? Le cas de l’île Saint-Aubin (Angers)

Abstract : Today, French cities do their best to keep from urbanization flood retention areas upstream or downstream flood-prone estates and neighborhoods. As a consequence, new uses for those areas must be defined, as well as coordination tools and local governance. This article presents and analyses the example of the île Saint-Aubin, a large wetland located upstream the city of Angers (Maine-et-Loire). We describe how local stakeholders have progressively built up a valorization scheme for the place and accommodated the various uses and activities. More specifically, we focus on the regulation tools which have been designed to facilitate multifunctionality and highlight some of the issues still at stake.
